e-Democracy in Europe
Greek Presidency launches online voting forum
Athens (pte, Feb 11, 2003 10:06) - Over the next six months, the Greek
Presidency of the EU Council will be hosting a series of interactive
e-democracy projects on the Internet http://evote.eu2003.gr/index_en.asp.
The project is designed to give European citizens a chance to voice their
opinions on pan-European issues and European initiatives at the upper EU
government level much like Vote.com in the United States
http://www.vote.com.
The initiative began yesterday with an e-vote online questionnaire
asking Europeans for their views on several important issues. After
completing the questionnaire, users could compare their views to those of
citizens of other EU countries and ten future member states.
Each month, a new vote will be launched on a topical issue. An additional
section focuses on the six main priorities of the Greek Presidency:
enlargement, the future of Europe, the EUs role in the world,
immigration and asylum, the Lisbon process and sustainable development.
Parallel polls will ask Europeans for their views on current affairs and
international developments.
But in addition to giving Europeans a sense of what their neighbours
think, the site also tries to establish direct contact between European
citizens and their leaders. According to the organisers, the results of
each e-voting session will be presented to European leaders before issues
are discussed at summits and council meetings.
The official statement issued by the Greek Presidency
http://www.eu2003.gr/en/cat/0/index.asp? claims the site should give
Europeans "the opportunity to actively participate in the democratic
process and make their views heard at the highest level.

Alcatel acquires iMagicTV
Partners hope to improve integrated IP based video solutions
Paris (pte, Feb 11, 2003 10:53) - French end-to-end communications
provider Alcatel http://www.alcatel.com/ has purchased all outstanding
shares in Canadian software designer iMagicTV http://www.imagictv.com/.
The French company had previously owned about 16 per cent of the publicly
held software company. According to Alcatel, the transaction has an
implied equity value of about EUR 28 million.
iMagicTV designs software products that enable telephone companies and
other service providers to deliver multi-channel television and
interactive media services across high-speed broadband networks.
Commenting on the deal, iMagicTV president and CEO Gerry Pond said: "By
joining forces with Alcatel, our customers benefit by being able to work
with a single partner who can deliver a tightly integrated and
comprehensive IP based video solution.
Alan Mottram, President of Alcatels Fixed Solutions Activity, has called
the acquisition "an exciting step as we grow our ability to work
alongside our customers to increase their service revenues and
profitability.
Prior to the deal, Alcatel and iMagicTV had been working together on
numerous developments of DSL television projects for Alcatel clients.
Alcatel operates in more than 130 countries. In 2002 it reported sales of
EUR 16.5 billion. The groups self-proclaimed aim is to boost broadband
growth across the globe. A significant part of this growth is to come
from value added services offered to residential consumers through
various terminals (PCs, game consoles, TV sets, digital cameras and music
devices), as well as a broad range of personalised on-demand applications
such as audio-visual entertainment, home security, on-line gaming or
tele-education.

Philips records losses in the billions
Electronics group blames asset depreciation and weak dollar
Amsterdam (pte, Feb 11, 2003 11:42) - Netherlands based electronics group
Philips http://www.philips.com has closed its fiscal year 2002 with
enormous losses.
After registering losses of over two million euros in the previous year,
Philips today reported further losses of over three billion euros.
Turnover decreased by two per cent to EUR 31.82 billion. Philips has
attributed last years poor results to the weak dollar and asset
depreciation of up to EUR 3.26 billion.
Before amortisation, Europes leader in entertainment electronics would
have achieved profits of up to EUR 208m. Contributing most to the
negative results were the groups stakes in Atos Origin, LG Philips
Displays and Vivendi/Seagram, leading to a depreciation of EUR 1.34
billion in the fourth quarter. Had this not been the case, net profits in
the fourth quarter would have totalled EUR 58m.
Philips expects more difficulties in the current year. Philips boss
Gerard Kleisterlee said: "The economic outlook continues to be
characterised by insecurities. To minimize the damage, Kleiterlee says
the group plans to focus on cost and debt reduction. He did not comment
on whether there would be another round of lay-offs this year.
Since his election to head of the company, Kleisterlee has reduced jobs
by 15 per cent, sold several unprofitable subsidiaries and initiated a
debt-control scheme. At the end of 2002, Philips employed 170,087 staff
around the world.

EU plans cyber security agency
Organisation to act as hub between member states
Brussels (pte, Feb 11, 2003 12:30) - The European Commission
http://www.europa.int (EC) has announced plans to create a "European
Network and Information Security Agency. As a central location for
issues such as computer crime and security in e-commerce, the agency
should provide a link between member states and European political
organs.
The EU further hopes the organisation will support each members computer
emergency response team and ease the coordination of security initiatives
with third states.
EU Commissioner for the Information Society Erkii Liikanen said: "The EU
will profit from the better coordination among member states. Such
coordination is of fundamental importance for the secure functioning of
networks and information systems in Europe.
Internet security has been deemed one of the most urgent issues in the
European community. As Internet use increases and other electronic forms
of communication appear, EU representatives warn that the demand for
security measures will only increase.
However the new organisation should not act as a law enforcement agency.
It should mainly be a place of coordination and consulting.
The EC will decide whether to go forward with the proposal for a cyber
security agency during its session in Strasbourg today. The Ministerial
Council will then have six months to decide where the new agency will be
located.

Calculate your risk of heart attack
German study offers simple points system
Hamburg (pte, Feb 11, 2003 12:54) - German scientists have worked out a
new system to estimate the long term risk of heart attack in individuals.
Presented today in Hamburg, the three-pronged method is based on data
from the German Prospective Cardiovascular Münster (PROCAM) study carried
out the University of Münster http://www.uni-muenster.de.
During the study, three new procedures were developed to calculate
individual risk of heart attack based on factors such as blood pressure,
smoking habits and age.
The first is the PROCAM risk score, which calculates the risk of heart
attack for the moment when the data are entered and allows users to see
which risk factors have the most influence on their personal outlook. The
second, known as the PROCAM risk calculator, is more suited to assessing
the lowering of risk during treatment. And the third procedure, which
involves "neuronal networks, is by far the most time-consuming as it
sends the results by e-mail within a week.
The international working group for the prevention of coronary heart
disease has placed the new calculator, along with the groups
recommendations, on the web at http://www.chd-taskforce.com.

Microsoft faces new EU antitrust complaint
European trade group requests sanctions from EC
Brussels (pte, Feb 11, 2003 13:45) - European rivals of Microsoft Corp.,
the worlds largest software maker, have launched a fresh antitrust
offensive at the European Commission (EC) http://europa.eu.int level,
accusing Microsoft of unfairly using its Windows operating system to
enter new markets.
Several European companies and subsidiaries of Microsofts competitors
have joined together in a trade group, which includes Nokia, Eastman
Kodak, NTT Communications, Sun Microsystems and Oracle. They have urged
the EC to sanction Microsoft for using Windows to break into new markets,
in particular the field of music and video-editing software.
The complaint specifically alleges that Microsoft used the newest version
of it s operating system, Windows XP, to strengthen its monopoly.
Computer and Communications Industry Association President Ed Black told
Bloomberg: ``We've laid out a very strong case as to why Microsoft's
continued illegal behavior is a serious threat to competition and harmful
to consumers, and why it's something which calls out for effective
remedies.''
Microsoft already faces a potential European Union fine for abusing the
dominant position of Windows, which runs 90 percent of the world's
personal computers. Competition Commissioner Mario Monti intends to rule
on that case by June.

Germany freezes support for satellite project
Germans claim the joint "David" satellite was for espionage
Berlin (pte, Feb 11, 2003 15:30) - The EU Fourth Framework Programme for
R&D granted 2.3 million for the commercial satellite, renamed Diamant.
Sources inform "Globes http://www.globes.co.il that the German
government has frozen its support for the David remote sensing satellite,
also known as Diamant, which is being jointly developed with Israel. The
Germans are concerned the satellite will be used for espionage.
http://www.fuchs-gruppe.com/eo/msrs/index.html
The project began in 1995 as a civilian remote sensing satellite. The
Israel Space Agency signed an agreement with its German counterpart, the
DAR. The satellite is designed has 5-meter resolution and a unique 12
spectral band capability. El-Op Electro-Optics Industries
http://www.el-op.co.il/ and OHB will jointly design the camera.
Germany and Israel conducted a feasibility study for the civilian remote
sensing satellite, which was approved. A team of Israeli scientists
determined the satellites operational features. Germanys former
minister of science denied reports that the satellite was intended for
espionage, but the German chancellor cancelled government support for the
project.
OHB continued development with El-Op and the Israeli Space Agency. The EU
Fourth Framework Programme for R&D later provided a 2.3 million grant.
Britains Ordinance Survey also provided support, while El-Op matched the
EUs grant.
Israel Space Agency chairman Yuval Neeman confirmed to "Globes that
Germany had suspended support for the project. "El-Op built a special
telescope, said Neeman, "but the Germans had a problem. They claimed the
satellite was for espionage and got cold feet. The project is now in
suspended animation.
El-Op director of space operations Avi Blasberger said the telescope met
all the parties expectations, and the technology developed for the
satellite was being used in other company projects.
