I have the same problem (the kernel does not boot), however I do not get the
difference in 'file' output for setup.bin as reported in this ticket.  Using the
2.6.24 kernel sources and the most recent HEAD for binutils (CVS checkout), I
got (as expected):

$ file setup.bin
setup.bin: Linux kernel x86 boot executable RO-rootFS, Normal VGA

However, as I mention, the kernel does indeed fail to boot.  It gets to the
message (and nothing else):

Uncompressing Linux... OK, booting the kernel.

So, essentially the setup code does seem to execute fine, but when it actually
is supposed to call into the kernel and start executing that code, things go
very wrong.
