Fix some places in the BFD library where octets vs bytes matter

Hi Dan,

> The enclosed patch should fix most all of the problems with bugs 19713,
> 19715, 19716, 19717, and 19718. In particular, it resolves the "FIXME:
> octets per byte" issues found within bfd/elflink.c

That patch is rather noisy - lots of unneeded comments, fprintfs, and so on.

Instead I would apply this version of the patch instead. Are you OK with this
?

Cheers
  Nick
