That's not acceptable, since the bootstrap script shouldn't
have to be changed every time we add a translation.

But --no-cache does not work with newer wget implementations.
How about if you just download the latest wget, build it, and install
it in your PATH? That is how I deal with this sort of situation.
"bootstrap" is supposed to be for developers, and developers are
supposed to have recent tools.
