This was discussed a couple of years ago. You might try reading
<http://lists.gnu.org/archive/html/bison-patches/2003-07/threads.html>,
looking for "VMS", and contacting the people who expressed interest in
VMS Bison back then.
It might also help to ask about this on help-bison and bison-patches,
so I'll CC: this message there. If anyone is interested in porting
