Bison 2.4 release

Hi,

I'm the maintainer of the Dutch translation of bison.
Would it be possible to adjust the Bison release procedures so that .po
files can be actually be made up to date for a release?
Sending in .pot files to the translation project AFTER the release
rather makes it impossible to get up-to-date translations into the
release tarball...

Of course for "emergency releases" this cannot be done (and those won't
usually have many i18n changes); but for "planned" releases it should be
possible to provide the translators with, say, a week to send in updated
translations.
