[Bug swing/25889] New: Synth Look and Feel unimplemented

The Synth Look and Feel (javax.swing.plaf.synth) is not implemented yet. This
is a new look and feel from JDK1.5, that allows a skin to be specified as a set
of rules that can be loaded from an XML file. I started implementing it and
will work on this.
