It looks like one problem is that "install.bat" is currently setup to copy files where they go on a system that already has Visual C++/Visual Studio installed, and not for something that has the DJCPP compiler tools. In fact you do not want to run install.bat at all and simply work on the files where they are. There are Makefiles for use with the Borland C++ dos compiler, but they would have to be modied a bit to use DJCPP as well.

I tried the suggestions-in MsDos-contained in the document entitled,
"Install," located in the root folder but all I ever achieved were the
countless instances of : bad command or file name.

Looking at the file, "CCXX.dsp," within the Win32 folder, it seems as if
this programme should be able to help but I was not able to do anything with
it.

I very much appreciate being able to download your software and hesitated to
impose further upon your time and resources but having spent a good amount
of time getting nowhere, I now need help if I am going to make any further
progress.
