Common C++ has a win32 directory that includes a Makefile.gcc.  Just use
make -f Makefile.gcc from a Debian system with the mingw32 cross-compile 
package, and it will produce dll's for use with win32 systems.  There is 
also a Visual Studio project file in the distribution.
