Date::fromJulian patch

Hi,

I am sending a patch for date.cpp with Henry F. Fliegel and Thomas C. Van
Flandern algorithm. It's same from Commoncpp2 0.99.7 with a correction:

year = 100 * (n - 49) + i + 1;

The last "1" isn't a 1, it is a "l", :)

In current release, Date isn't working. Date return 2002-01-03 for today year.
