It is Gentoo's coreutils-5.2.1-r5 and you are right, it is Gentoo's
fault.  It looks like the patch they apply is an old version of the i18n
patch since it does not have the FC3 fix that you mention.

Sorry about the noise.  I'll go do a Gentoo bug report.
