Thanks for reporting that.  Patches would be most welcome.  Perhaps
you can help recruit someone who has the time and expertise to write them?

If you can find someone, please have them start with coreutils CVS
<http://savannah.gnu.org/cvs/?group=coreutils>.  My impression is that
some of the bugs that you mention are already fixed.

Personally, I don't view race conditions such as these to be all that
important nowadays.  People who are worried about security shouldn't
use world-writeable directories without setting their sticky bits first.
However, if we can fix coreutils easily we might as well do it.
