I'm in favor of full resolution time stamps wherever possible, even though
it is not possible to set such timestamps to their full resolution until
the kernel folks provide a better interface for setting times.  I take the
silence on whether changing the format of %A as consent that no one will
be overly impacted, particlarly if you document it in NEWS.
