bug-coreutils is now the appropriate address for coreutils bug reports.

This is correct, and documented in the current version:

$ who --help
Usage: who [OPTION]... [ FILE | ARG1 ARG2 ]
[snip]
If ARG1 ARG2 given, -m presumed: `am i' or `mom likes' are usual.
$ who random-argument1 random-argument2
phr      pts/19       Sep  6 13:53 (host.example.com)
