Does ChangeLog have changes, i.e., does "cvs diff ChangeLog" output something?

If so, please run vc-dwim --verbose --debug ChangeLog to see the
commands it's running.

That shouldn't matter, since the cvs diff invocation uses the global -f
(ignore ~/.cvsrc file) option.
