I'm not familiar with UnxUtils, but judging from the deprecated 
"fileutils-bugs" address I'd guess it's a Windows port of GNU utils from 
some time ago.

It's the same syntax used by date, and documented as "Date input 
formats" in the supplied documentation, also available online here:
