Probably not a bug in sort, but a gap in your understanding.

Try 'LC_ALL=C sort -k1 sort.buggy' for the behavior you seem to be wanting.

> sort (GNU coreutils) 5.96
For what it's worth, the latest stable version is now at 6.3.
