I am not the primary maintainer for coreutils, so it is not my call as to
whether a multibyte patch is good enough for inclusion. I am aware that
several distros have provided such patches, but none of them meet the two
critical points that it must not penalize speed on single-byte locales,
and it must be an easy-to-use framework across all affected apps that need
to handle multibyte.
