Follow-up Comment #1:

Thanks for the report, but that doesn't affect GNU coreutils:

  $ chcon --help|grep -A1 -e -h,
    -h, --no-dereference   affect symbolic links instead of any referenced
file
                           (available only on systems with lchown system
call)

You must be looking at a version based on Red Hat's old patch.
That has been superseded by what's upstream.
But since coreutils-6.10 is so new (this is the first stable release
with the revamped SELinux support) you may have to wait a while for
it to get into the distribution of your choice.
