It's already supported, albeit not well-documented,
because so few people want to do such things, these days.

Run ./configure something like the following, and
the resulting binaries won't link to SELinux-related libraries:

env \
  ac_cv_header_selinux_context_h=no \
  ac_cv_header_selinux_flask_h=no \
  ac_cv_header_selinux_selinux_h=no \
  ac_cv_search_setfilecon=no \
  ./configure
