To follow up on this, the GPL guarantees that you have the right to ask
whoever provided you with the binary to also give you the source, but
still leaves distributors the option of making it a separate download (not
everyone wants to see the source). So it is perfectly acceptable for your
machine to have no occurrence of tail.c if you have not followed the steps
to get the source code from the provider of the binary.
