I built with --disable-nls.

I would have sworn that one of the builds run
via "make distcheck" would catch that.  Obviously not.
This is an opportunity for improved testing.

For the time being, please run "make check" like this,
to disable that check:

    make check LOCALE_FR_UTF8=none
