Well it takes effect on my system:
# stty < /dev/tty1 onlret
# stty < /dev/tty1
speed 38400 baud; line = 0;
min = 1; time = 0;
ignbrk -brkint -icrnl -imaxbel
-opost -onlcr onlret
-isig -icanon -iexten -echo -echoe -echok -echoctl -echoke

I would suspect a kernel issue, or you may be overlooking
a setting. Perhaps you could setup the port with minicom
and use stty to read the settings?
