That tells us what you saw, but doesn't tell us why you think there is a
bug (in other words, what were you expecting?).  Also, what is your
current locale, and have you reproduced this on a non-cygwin system to
see whether it might be a cygwin bug as opposed to an upstream coreutils

Without more details, I'm inclined to say that this probably isn't a
coreutils bug.
