Watch on directory bug

There appears to be a bug with the "cvs watch on files" (or the manual) where files is a directory. The manual clearly states that running 'cvs watch on files" will work as follows: "If files includes the name of a directory, CVS arranges to watch all files added to the corresponding repository directory, and sets a default for files added in the future; this allows the user to set notification policies on a per-directory basis." (http://www.cvshome.org/docs/manual/cvs_10.html#SEC83) Assuming that the -l/-R options are used correctly, it will set the watch option for the current files, however it will not be set on any new files that are added. This can easily be tested by examining the contents of the CVS directory, which contains no information about the automatic setting of the watched option for new files.
