While not directly related to cvs, this site works in conjunction with cvs. 
Hopefully this announcement is relevant/useful.

I'm pleased to announce the introduction of a website to facilite code
reviews for open source software. The goal of this website is to make
it easier for open source developers to get their code reviewed before
release and reduce the number of defects.
