I have it working just fine now using PuTTY’s key authentication agent. This solution will work fine for me but it would be nice to have the ability to use the password setup also.

You need to set up SSH so that it doesn't prompt you for a password. The prompt is being sent to CVS, which is complaining about it not being
valid in the client/server protocol, not the user.
