Okay, I'm an idiot. I'm not sure why I thought that the addition of
fake newlines when they're missing was behavior that was specific to
CVS's diff code, but I did, it isn't, and basically everything I said
was wrong :-).
The problem I was seeing can be cured by updating the computation of
suffix regions in CVS's diff code to match diffutil's code. Presumably
this is a fix in diffutils that happened after CVS copied diffutils.
A patch is attached.
