No.

The OS/2, EMX and Windows directories do things above
and beyond Posix. E.g. they allow "\" to be used as a
directory separator, whereas that is not required for a
"unspecified posix environment". Also it doesn't produce
CR/LF in the line terminators, although it probably
should use the native format by default. I do not think any
of the directories should be eliminated.
