What is actually found in
/private/tmp/cvs-sanity/tmp 
after the 'make check' fails?

What is happening is that TESTDIR is set to
/private/tmp/cvs-sanity on your machine.

Then TMPDIR is set to $TESTDIR/tmp which should be
empty when things start.

If cvs is not cleaning up after itself and is
leaving cruft in $TESTDIR/tmp, then that is an
error and you need to determine what files are
being left there and why.
