Well, the documentation states that the only characters allowed in tags are letters, digits, underscores and dashes (and the tag must start with a letter). So this may not have been noticed before.

I'm using cvs 1.11.6 on Solaris with pserver access.
I have confirmed that the problem still exists in 1.11.20.
