You may wish to try

   cvs commit -m "no message" -- InspFrm.pas
or
   cvs -t -d :pserver:address@hidden:C:/CVSROOT commit -m "no message" -- 
InspFrm.pas

(without -z9) to see if that helps. Or, using -t to get more information.
