I am using cvs in mode pserver, compiled with pam because my system
authenticate on ldap.
For some clients, i run cvs with a high nice value (lower priority).

I have noticed that cvs "forget" it's nice value after launching.
after debugging i have found that it happens in :
file server.c, function switch_to_user() the call to 
pam_open_session() reset the nice value !

i have tested with 1.12.13 and, i guess the problem does not happen
with 1.11.x since it is not pam aware !

I don't know pam, maybe it is possible to prevent this behavior,
but i have find that getting the priority before the call to 
pam_open_session() and re-setting it after,  fix the problem.

you will find a patch for server.c attached.
