It looks like a bug in Cygwin, so you'll probably get a better response
from the Cygwin project folks. (http://sources.redhat.com/cygwin)

Actually, several other people worked on the Cygwin port of Expect, so I
can't take any credit for their hard work. I always did my win32 testing
from a Unix box, using telnetd on Win32. To me, a Win32 machine is just a
glorified debug monitor on the other end of a piece of wet string. :-)
