I am not sure there's a requirement that all the po files be UTF-8.

In any case, the correct way to discuss these issues is by contacting
the translation teams:

        cd po
        grep -i language-team *.po

Should do the trick for you.  Note that there are a number of older
po files which I include in the distribution but do not install, since
they have not been updated in a long time. The active ones are listed
in the LINGUAS file, of course.
