[bug-gettext] maintainer needed for gettext

Bruno Haible wrote to rms and me a little while ago that he
unfortunately no longer had time to keep up with all his GNU volunteer
tasks, and gettext is one of the casualties.  So we need a new
maintainer.

I thought the people on this list would be the most likely to have the
time and inclination to come forward, so I'm trying here first before
looking more widely.
