[bug-gettext] Generalized Gettext, take two

Hi,

I wrote a design proposal for an extension to Gettext, composed of several
distinct but not entirely independent features, that I called "generalized
Gettext". Practical implementation, I guess, would take form of another
library (incl. language bindings) in the Gettext distribution, plus one new
keyword in the PO format (which implies updates to Gettext tools). The
proposal is here:

The text is longer, but the first section gives a brief example of all the
features in action. The rest of the texts explains the features in detail.

I have already made this proposal on Translation-i18n mailing list, but
there was not much discussion. This thread is here:

I'm posting again in case this list is maybe a better venue, or if perhaps
the change in maintainership of Gettext has some influence.
