Yes. (Although we wish it could be moved to GPLv2+, in general.)
As po/Rules-quot is merged into po/Makefile.in (public domain) by the
configure script, I can't think of any reason po/Rules-quot is
distributed under a different license (Karl, anyone, correct me if I'm
wrong).

However, adding a license notice somewhere would be good,
indeed.
Yes. It's sufficient to just put "This file, Rules-quot, is in the
public domain" at the top.
