MySQL mutex/spinlock patches

Can anyone examine and comprehend this patch for me?

This patch is recommended by the MySQL folks:

"The current implementation of mutex in Linuxthreads is also very bad for
programs with many threads that only hold the mutex for a short time. We
have made a patch available..."

This is exactly one of the problems we're seeing and we'd like to know (if
this patch has been submitted before) why it never made it into the current
build.
