Installation of various file in GLOBAL.

Hi all,
I would like to install various files like gtags.conf in GLOBAL package
to user's environment. I think that automake's datadir is suitable.

By default, they are installed like follows:

% ls /usr/local/share/gtags
AUTHORS         FAQ             NEWS            globash.rc      gtags.pl
COPYING         INSTALL         README          gtags.conf
ChangeLog       LICENSE         THANKS          gtags.el

If you want to install them to /usr/local/etc/gtags then you can do it
like this:

        % ./configure --datadir=/usr/local/etc
