gnats-pwconv loses "databases" field

With the GNATS 4.0 release:
  $ cat /tmp/test
  user:password:view:db1,db2,db3
  $ /usr/local/libexec/gnats/gnats-pwconv -p /tmp/test
  user:$0$password:view:
  $

In the output, the fourth, "databases", field is empty.  The
original values should have been preserved.
