    Certainly any C code or patches to FSF copyright elisp must be assigned,
    and certainly the FSF would greatly prefer assignment, but it's not 100%
    mandatory in some cases.

Our lawyer said we should make exceptions only when absolutely necessary.
We made one exception in Emacs: the MULE code.  This code was very important,
and the copyright holder (an arm of the Japanese government) was legally
prohibited from assigning copyright.

That is the only exception we have made in the code of Emacs.  If
other parts of Emacs 20.5 seem to be not copyright FSF, then we must
have made some kind of mistake.  There are various possible kinds of
mistakes it could be.  Could you possibly send a bug report naming the
problem files?
