It's not entirely non-functional: you can invoke menu-bar commands by
typing "M-`" or F10, via a simulation of the menus which works on
character terminals.
If you don't want to see the menu bar, you can remove it by typing
"M-x menu-bar-mode RET", or put (menu-bar-mode 0) in your .emacs.
