dired with Chinese locale

In GNU Emacs 20.7.2 (i386-debian-linux-gnu, X toolkit)
of Wed Jul 26 2000 on raven
configured using `configure  i386-debian-linux-gnu --prefix=/usr 
--sharedstatedir=/var/lib --libexecdir=/usr/lib --localstatedir=/var/lib 
--infodir=/usr/share/info --with-pop=yes --with-x=yes --with-x-toolkit=yes'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

When the locale is set as LC_CTYPE=zh_CN.GB2312, operation with directory becomes dysfunctional.
After checking the dired.el source, I believe the bug is related with 
"dired-move-to-filename-regexp". That variable suppose there is kanji character 
for day and year in the directory entry line, which is not true with libc6 2.2.I've asked 
for help on the debian-emacsen list, but get no result.
Please find attached a sample listing of my home directory.
