Emacs feature wish

In GNU Emacs 20.7.1 (i386-redhat-linux-gnu, X toolkit)
 of Fri Mar 16 2001 on porky.devel.redhat.com
configured using `configure  --mandir=/usr/share/man --infodir=/usr/share/info 
--prefix=/usr --libexecdir=/usr/lib --sharedstatedir=/var --with-gcc --with-pop 
--with-x-toolkit i386-redhat-linux-gnu'

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

One of the guys on gnus.emacs.help suggested I submit this feature wish.

I found that function-name tab-completion works in IELM mode, but it
doesn't work after M-:

I'm using 
          (modify-frame-parameters (selected-frame) '((width . 90)))
for my examples:

`M-x ielm <RET> (modify-fra<TAB> (selected-f<TAB>` will expand the latter to
"(modify-frame-parameters (selected-frame".

But `M-: (modify-fra<TAB>` doesn't expand "(modify-fra<TAB>" to 
"(modify-frame-parameters".


M-<TAB> after M-: does expand, IOW `M-: (modify-fra M-<TAB>` does expand
"(modify-fra" to "(modify-frame-parameters", but from a command-consistency 
standpoint
it might be a good idea to have <TAB>, as well as M-<TAB>, do completion after
M-:
