I think it's just a reference to the fact that tcsh uses `ESC completion'.
Actually, I've only used `TWENEX' (TOPS-20), which uses ESC completion
to great effect (it's much better than any unix shell), but since it's
widely said to be a ripoff of TENEX, I assume TENEX has similar features...
