Not to me.  Especially if the find-file support is limited to a major-mode
displaying the shortcut in human-readable from.  If the find-file support
automatically redirects to the target, then it's a little bit more
murky, but that's unavoidable because you'll always need to distinguish
between the shortcut and its target and sometimes you want one sometimes
you want the other.
Because of that problem, I think we simply cannot have a completely
consistent set of behaviors, so we should strive to make the inconsistency
as simple as possible.  Saying "shortcuts are followed only by find-file"
seems simple enough to me.
But I'm not really sure if following them is even desirable.  It should
at least be configurable, for those who prefer to see the shortcut's content
and use a mouse-click to get to its target.
