Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

Run clean emacs (emacs -q) and make it somehow display when new mouse
event is generated. I used the following code

(defun xxx-display-time (event) (interactive "e")
  (message (format-time-string "%H:%M:%S" (current-time))))
(define-key special-event-map [mouse-movement] 'xxx-display-time)
(setq track-mouse t)

It shows that, e.g., pressing M-x generates mouse movement event
(current time appears in modeline), although no real mouse movement
happened.

This prevent normal usage of the follow-mouse package (it
automatically makes window under mouse selected after mouse
movement). Attempt to change current window by pressing key the
next-mutliframe-window is bound to (I use C-M-left for this purpose)
somehow generates mouse movement event which in turn abolishes the
effect of window switching.

I haven't experienced this behaviour in Emacs 20.x - mouse movement
event was generated only by real mouse movement as it should be.
