It seems to work correctly now.

With the xterm.c patch, I can't find any easy way to reproduce this
glitch anymore.  However, I still see it appearing from time to time
e.g. when using Gnus.  I use a window configuration with summary on
top, article on bottom.  Scrollbar is on right side.  After exiting
the summary buffer I see the display problem.

Thanks for the quick answer and the fix, and thanks to all the
maintainers for their respective work.  Emacs 21 really is Good
Stuff!!
