Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

(This emacs is compiled with png support, in case it matters.)

I personally find context-sensitive popups annoying but realize that
lots of people like them.

Please include some way to disable selected groups of context sensitive
popup/balloon help messages, as well as all such help, etc.

I don't mind if I have to dig a bit, but such controls should exist
somewhere.
